Colorado City Files Lawsuit Against Utility Software Contractor for Breach of Contract, Schedule Delays, and Software Project Failure

    On July 2, 2021, the city of Fort Collins, Colorado filed a lawsuit against Open International LLC and Open Investments LLC for failing to properly implement a new utility billing software system, which was meant to replace the city’s legacy Connexion billing software.

    The software project was originally set to complete by January 2020, but has seen several schedule delays over the past three years. Fort Collins argues they have spent $8.6 million on the software project thus far, when the contract stated the project would only cost $7.3 million to complete.
